Sorry, but that's just animal cruelty. That lion probably doesn't weigh much more than the horse. If you ask me, I think it's terrible.

Must be scary as for the horse AND the lion! So, YES, it's unbelievable!!... but it's still not fun at all... (as if the cage wasn't enough)

I think this is animal cruelty. #1, the lion is a predator, and the horse is a prey animal, so the horse is probably terrified of the lion. #2 an adult male lion is about 1200lbs, that horse looks no bigger than about 850-900lbs. #3 on top of carrying the extra weight, the horse is trotting on wet cement. This is just not right for the horse, or the lion. Do either of them look really happy?

If the horse were scared, it certainly doesn't show it.
Animals like this are the ambassadors to us from the animal world. If it wasn't for them, they would be feared and misunderstood and just be another threat to deal with. If you look at the past decades, our relationships with animals has gotten better. Gone are the days of pushing breeds to extinction. Captive animals can be very happy and it takes them away from their image as jungle beasts and puts them in front of our eyes as amazing creatures.
